Abstract

Pendidikan merupakan salah satu aspek penting dalam pembangunan sumber daya manusia, khususnya bagi anak muda yang menjadi generasi penerus bangsa. Namun, masih banyak desa yang menghadapi persoalan rendahnya partisipasi pendidikan anak muda, termasuk di Desa Simpang Tolang Julu, Kecamatan Kotanopan. Rendahnya tingkat pendidikan di desa ini dipengaruhi oleh keterbatasan ekonomi, rendahnya kesadaran masyarakat, serta minimnya kebijakan desa yang berpihak pada sektor pendidikan. Penelitian ini bertujuan untuk menganalisis kebijakan kepala desa dan peran orang tua dalam meningkatkan pendidikan anak muda di Desa Simpang Tolang Julu. Jenis penelitian ini adalah penelitian kualitatif deskriptif, yang bertujuan menggambarkan fenomena secara mendalam. Informan penelitian terdiri dari kepala desa, perangkat desa, orang tua, tokoh pemuda, tokoh adat, tokoh agama. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Teknik analisis data dilakukan dengan cara reduksi data, penyajian data, dan penarikan kesimpulan, mengikuti model interaktif Miles dan Huberman. Dalam penelitian kualitatif ini, uji keabsahan data dilakukan melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa kebijakan kepala desa yang berkaitan dengan pendidikan telah diarahkan pada bantuan dana pendidikan, pelatihan keterampilan, dan pembangunan sarana belajar, meskipun masih menghadapi keterbatasan anggaran dan partisipasi warga. Peran orang tua terlihat dalam bentuk dukungan moral, finansial, dan pengawasan terhadap pendidikan anak. Namun, masih ada sebagian orang tua yang belum menyadari pentingnya pendidikan lanjutan. Kesimpulan penelitian ini menunjukkan bahwa kolaborasi antara kepala desa dan orang tua sangat berpengaruh terhadap kemajuan pendidikan anak muda. Saran yang diberikan adalah perlunya perumusan kebijakan yang lebih terstruktur, pelibatan aktif masyarakat dalam perencanaan program pendidikan, serta peningkatan penyuluhan kepada orang tua mengenai pentingnya pendidikan bagi masa depan anak. However, many rural areas still struggle with low levels of youth participation in education, including Simpang Tolang Julu Village, Kotanopan Subdistrict. The low educational attainment in this village is influenced by economic limitations, lack of awareness among the community, and the absence of strong village policies supporting education. This study aims to analyze the role of village policies and parental involvement in improving youth education in Simpang Tolang Julu. This research uses a qualitative descriptive approach to explore phenomena in depth. The population includes the village head, village officials, parents, and school-aged youth. The sample was selected purposively, focusing on individuals directly related to educational activities and policy. Data collection techniques consisted of in-depth interviews, field observation, and document analysis. Data were analyzed through data reduction, data display, and conclusion drawing, based on the interactive model by Miles and Huberman. The validity of the data was ensured through source and technique triangulation. The results of the study show that village head policies regarding education include financial support, youth skill training programs, and the development of learning facilities. However, limited budgets and community participation remain challenges. Parents play an important role in providing moral, financial, and supervisory support for their children's education, although some still lack awareness about the importance of continuing education. The conclusion is that collaboration between village government and parents significantly influences the improvement of youth education. It is recommended that future policies be more structured, involve community participation in educational planning, and include parental awareness programs about the long-term value of education.
