Abstract

The selection of outstanding farmers in Bilah Hulu District faces challenges related to subjectivity and inconsistency due to the use of multiple and diverse assessment criteria. Therefore, an objective and systematic decision-making approach is required. This study aims to apply the Additive Ratio Assessment (ARAS) method combined with Rank Order Centroid (ROC) weighting to support the selection of outstanding farmers based on multiple evaluation criteria, including production cost efficiency, land and infrastructure accessibility, technological innovation, environmental management, and agricultural information technology utilization. The research employed a quantitative decision-support approach by evaluating five farmer candidates. Data were collected through field observations, structured interviews, and questionnaires distributed to agricultural extension officers and related stakeholders. The ARAS method was implemented through the construction of a decision matrix, data normalization, application of ROC-based criterion weights, and calculation of optimality and relative utility values. The results indicate that Farmer A2 achieved the highest utility value 0.8712, followed by A5, A1, A4, and A3. These findings demonstrate that integrating ARAS and ROC weighting effectively yields a transparent, objective, and reliable ranking of farmer performance.
