Abstract

Pelayanan rehabilitasi sosial yang diberikan oleh Dinas Sosial Rantauprapat memiliki peran penting dalam meningkatkan kesejahteraan masyarakat, sehingga perlu dilakukan evaluasi tingkat kepuasan secara objektif. Penelitian ini bertujuan menilai sejauh mana kualitas pelayanan sesuai dengan harapan masyarakat penerima layanan. Landasan teori penelitian mengacu pada konsep kepuasan publik sebagai ukuran keberhasilan pelayanan serta penerapan algoritma Naive Bayes yang efektif untuk mengklasifikasikan opini masyarakat secara probabilistik. Metode ini dipilih karena mampu menghasilkan analisis yang cepat, sederhana, dan akurat dalam pemetaan persepsi. Analisis dilakukan terhadap 83 responden, dengan tiga atribut utama yaitu Kualitas Pelayanan, Aksesibilitas Layanan, dan Transparansi Informasi yang kemudian diproses melalui RapidMiner. Perancangan model dilakukan melalui tahapan preprocessing data, pelatihan model, serta evaluasi kinerja klasifikasi. Hasil klasifikasi menunjukkan bahwa 64 responden (77%) merasa “Puas” dan 19 responden (23%) merasa “Tidak Puas,” yang berarti mayoritas masyarakat memberikan penilaian positif. Evaluasi akurasi model menghasilkan tingkat ketepatan sebesar 97,59%, sehingga hasil klasifikasi dapat dipercaya sebagai dasar analisis. Kesimpulannya, metode Naive Bayes terbukti efektif dalam mengevaluasi kepuasan masyarakat terhadap layanan rehabilitasi sosial. Penelitian ini diharapkan memberi kontribusi bagi Dinas Sosial untuk memperkuat kualitas pelayanan terutama pada aspek kualitas dan transparansi informasi yang dinilai masih perlu ditingkatkan. This study aims to assess the extent to which service quality meets the expectations of service recipients. The theoretical basis of this study is based on the concept of public satisfaction as a measure of service success, as well as the effective application of the Naive Bayes algorithm to classify public opinion probabilistically. This method was chosen because it provides fast, simple, and accurate analysis in perception mapping. The analysis was conducted on 83 respondents, with three main attributes: Service Quality, Service Accessibility, and Information Transparency, which were then processed using RapidMiner. Model design involved data preprocessing, model training, and classification performance evaluation. The classification results showed that 64 respondents (77%) were “Satisfied” and 19 respondents (23%) were “Dissatisfied,” indicating a positive assessment from the majority of the population. The model accuracy evaluation yielded a 97.59% accuracy rate, making the classification results reliable as a basis for analysis. In conclusion, the Naive Bayes method has proven effective in evaluating public satisfaction with social rehabilitation services. This research is expected to contribute to the Social Services Department to strengthen the quality of services, especially in the aspects of quality and transparency of information, which are considered to still need to be improved.
