Abstract

Perkembangan teknologi informasi mendorong instansi penegak hukum untuk beralih dari sistem manual menuju sistem digital yang lebih efektif dan efisien. Salah satu permasalahan yang dihadapi oleh Satresnarkoba Polres Labuhanbatu adalah proses monitoring dan pengelolaan berkas perkara yang masih dilakukan secara manual, sehingga berpotensi menimbulkan keterlambatan, kesalahan pencatatan, serta kesulitan dalam pelacakan status berkas. Oleh karena itu, penelitian ini bertujuan untuk merancang dan membangun sistem monitoring berkas perkara berbasis web yang dapat membantu meningkatkan efisiensi, akurasi, dan akuntabilitas dalam pengelolaan berkas penyidikan. Metode yang digunakan dalam penelitian ini adalah User-Centered Design (UCD), yang menempatkan pengguna sebagai fokus utama dalam proses pengembangan sistem. Tahapan UCD meliputi identifikasi pengguna dan konteks penggunaan, analisis kebutuhan pengguna, perancangan sistem, implementasi, serta evaluasi dan penyempurnaan sistem. Sistem ini dirancang menggunakan teknologi berbasis web dengan dukungan basis data untuk menyimpan dan mengelola data penyidikan secara terpusat. Hasil penelitian menunjukkan bahwa sistem yang dibangun mampu menyediakan fitur pengelolaan data penyidikan, pengunggahan dokumen, monitoring status berkas (seperti P-18, P-19, dan P-21), serta fitur FAQ dan Q&A sebagai sarana komunikasi. Sistem juga menerapkan mekanisme autentikasi dan pembagian hak akses antara admin dan user untuk menjaga keamanan data. Dengan adanya sistem ini, proses pencatatan, pelacakan, dan pengawasan berkas perkara menjadi lebih terstruktur, cepat, dan mudah diakses secara real-time. Kesimpulannya, sistem monitoring berkas berbasis web yang dikembangkan dengan metode UCD mampu meningkatkan efektivitas dan efisiensi pengelolaan berkas perkara di Satresnarkoba Polres Labuhanbatu serta mendukung pengambilan keputusan yang lebih akurat dan akuntabel. Kata kunci : Sistem Monitoring, Berkas Penyidikan, Berbasis Web, User- Centered Design (UCD), Satresnarkoba. ================================================================================================= The rapid development of information technology has encouraged law enforcement agencies to shift from manual systems to more effective and efficient digital systems. One of the problems faced by the Narcotics Investigation Unit (Satresnarkoba) of Labuhanbatu Police is the monitoring and management of case files, which are still carried out manually, resulting in delays, recording errors, and difficulties in tracking file status. Therefore, this study aims to design and develop a web-based case file monitoring system to improve efficiency, accuracy, and accountability in managing investigation files. The method used in this research is User-Centered Design (UCD), which places users as the main focus in the system development process. The UCD stages include user and context identification, user needs analysis, system design, implementation, as well as system evaluation and refinement. The system is developed using web-based technology supported by a database to store and manage investigation data in an integrated manner. The results of this study indicate that the developed system is capable of providing features such as case data management, document uploading, monitoring of file status (such as P-18, P-19, and P-21), as well as FAQ and Q&A features as a communication medium. The system also implements authentication mechanisms and role-based access control between admin and users to ensure data security. With this system, the process of recording, tracking, and supervising case files becomes more structured, faster, and accessible in real- time. In conclusion, the web-based case file monitoring system developed using the UCD method is able to improve the effectiveness and efficiency of case file management at the Narcotics Investigation Unit of Labuhanbatu Police and supports more accurate and accountable decision-making.
