Abstract

Industrial sector development is essential for national economic growth, yet many Small and Medium Industries (SMEs) in Rokan Hilir Regency still lack clear spatial planning. This study evaluates investment location alternatives using the Weighted Aggregated Sum Product Assessment (WASPAS) method integrated with Rank Order Centroid (ROC) weighting. Four potential locations—Bagan Batu (A1), Bagan Sinembah Barat (A2), Balai Jaya (A3), and Simpang Kanan (A4)—were assessed against ten criteria, including consumer access, infrastructure, and utility availability. The results identify Bagan Batu (A1) as the most optimal investment location with the highest Qi score of 0.896, followed by A2 (0.786) and A4 (0.756). The study concludes that the integration of WASPAS and ROC provides a robust, data-driven framework for stakeholders to optimize industrial placement, ensuring better consumer access and operational efficiency for SMEs.
