Abstract

Pelayanan kepegawaian di Badan Kepegawaian Pelatihan dan Pendidikan (BKPP) masih menghadapi berbagai kendala, seperti proses pengajuan layanan yang dilakukan melalui berbagai kanal, pencatatan yang belum terpusat, serta kesulitan dalam pelacakan status permohonan. Kondisi tersebut menyebabkan proses pelayanan menjadi kurang efisien, kurang transparan, dan sulit diaudit. Penelitian ini bertujuan merancang sistem tiket layanan satu pintu berbasis web menggunakan PHP dan MySQL yang mendukung alur kerja multi-peran serta integrasi tanda tangan elektronik (TTE). Metode penelitian yang digunakan adalah metode rekayasa sistem dengan tahapan analisis kebutuhan, perancangan sistem menggunakan Unified Modeling Language (UML), implementasi aplikasi, serta pengujian menggunakan metode black box testing. Sistem yang dirancang melibatkan beberapa peran pengguna, yaitu pemohon, front office, back office, verifikator, dan pejabat penandatangan. Hasil penelitian menunjukkan bahwa sistem tiket yang dirancang mampu mengelola permohonan layanan secara terstruktur melalui mekanisme single entry, role-based access control (RBAC), serta pencatatan audit trail. Integrasi TTE memungkinkan dokumen diterbitkan secara digital dan dapat diverifikasi keasliannya. Dengan demikian, sistem ini dapat meningkatkan efisiensi, transparansi, serta akuntabilitas layanan kepegawaian di lingkungan BKPP. Kata kunci : Sistem Tiket, Layanan Satu Pintu, RBAC, Tanda Tangan Elektronik, PHP MySQL. ================================================================================================ Personnel services at the Badan Kepegawaian Pelatihan dan Pendidikan (BKPP) still face several challenges, such as service requests submitted through multiple channels, unintegrated record management, and difficulties in tracking the status of applications. These conditions result in inefficient processes, limited transparency, and difficulties in monitoring and auditing service activities. This research aims to design a one-stop service ticketing system based on web technology using PHP and MySQL that supports multi-role workflows and integrates Electronic Signatures (TTE). The research method used is a system engineering approach consisting of requirements analysis, system design using Unified Modeling Language (UML), system implementation, and testing using the black box testing method. The proposed system involves several user roles, including applicants, front office staff, back office staff, verifiers, and authorized signatories. The results show that the designed ticketing system is capable of managing service requests in a structured manner through a single entry mechanism, role-based access control (RBAC), and audit trail recording. The integration of electronic signatures enables documents to be issued digitally and verified for authenticity. Therefore, the system can improve the efficiency, transparency, and accountability of personnel services within BKPP.
