Abstract
Bullying atau perundungan merupakan salah satu bentuk kekerasan yang masih sering terjadi di lingkungan pendidikan dan berpotensi menimbulkan dampak negatif terhadap perkembangan psikologis, sosial, serta proses belajar peserta didik. Oleh karena itu, diperlukan upaya pencegahan yang efektif guna mewujudkan lingkungan pendidikan yang aman dan bebas dari kekerasan sebagaimana diamanatkan dalam Undang-Undang Nomor 35 Tahun 2014 tentang Perlindungan Anak. Penelitian ini bertujuan untuk menganalisis bentuk-bentuk bullying yang terjadi di SMA Negeri 1 Sei Kanan, mengkaji upaya pencegahan yang dilakukan oleh pihak sekolah, serta menilai kesesuaiannya dengan ketentuan dalam Undang-Undang Nomor 35 Tahun 2014 tentang Perlindungan Anak. Penelitian ini menggunakan metode penelitian hukum empiris dengan pendekatan yuridis sosiologis yang bersifat deskriptif kualitatif. Data penelitian diperoleh melalui wawancara, observasi, dan dokumentasi yang melibatkan kepala sekolah, guru Bimbingan Konseling (BK), wali kelas, serta beberapa siswa sebagai informan penelitian. Hasil penelitian menunjukkan bahwa bentuk-bentuk bullying yang terjadi di SMA Negeri 1 Sei Kanan meliputi bullying verbal, bullying sosial, bullying fisik, dan cyberbullying, dengan bullying verbal sebagai bentuk yang paling dominan. Upaya pencegahan yang dilakukan oleh pihak sekolah meliputi sosialisasi mengenai bahaya bullying, penerapan tata tertib sekolah, peningkatan pengawasan oleh guru, serta pemberian layanan konseling kepada siswa melalui guru Bimbingan Konseling. Namun demikian, pelaksanaan upaya tersebut masih menghadapi beberapa hambatan, antara lain rendahnya kesadaran siswa terhadap dampak bullying serta kurangnya keberanian korban untuk melaporkan tindakan perundungan yang dialaminya. Berdasarkan analisis terhadap Undang-Undang Nomor 35 Tahun 2014 tentang Perlindungan Anak, upaya pencegahan bullying yang dilakukan oleh pihak sekolah pada prinsipnya telah sejalan dengan ketentuan perlindungan anak, namun masih memerlukan penguatan melalui kerja sama antara pihak sekolah, orang tua, dan masyarakat guna menciptakan lingkungan pendidikan yang aman, nyaman, dan bebas dari bullying. Kata Kunci : Bullying, Perlindungan Anak, Pencegahan Bullying, Lingkungan Sekolah, Implementasi Hukum. =================================================================================================== Bullying remains a significant form of violence within educational environments and poses serious risks to students’ psychological well-being, social development, and academic performance. Therefore, effective preventive measures are required to ensure a safe and supportive learning environment as mandated by Law Number 35 of 2014 concerning Child Protection in Indonesia. This study aims to analyze the forms of bullying occurring at SMA Negeri 1 Sei Kanan, examine the preventive measures implemented by the school, and assess their conformity with the provisions of Law Number 35 of 2014 on Child Protection. The research employs an empirical legal research method using a socio-legal approach with a descriptive qualitative design. Data were collected through interviews, observations, and documentation involving the school principal, guidance and counseling teachers, homeroom teachers, and several students as research informants.The findings indicate that several forms of bullying occur within the school environment, including verbal bullying, social bullying, physical bullying, and cyberbullying, with verbal bullying being the most dominant. Preventive efforts implemented by the school include anti-bullying awareness programs, enforcement of school regulations, increased supervision by teachers, and counseling services provided by guidance and counseling teachers. However, the implementation of these measures still faces several obstacles, such as students’ limited awareness of the negative impacts of bullying and the reluctance of victims to report incidents of bullying.Based on the analysis of Law Number 35 of 2014 on Child Protection, the preventive measures undertaken by the school generally align with the principles of child protection. Nevertheless, stronger collaboration among schools, parents, and the wider community is required to create a safer and more inclusive educational environment free from bullying.
