Abstract

Penelitian ini bertujuan untuk mendeskripsikan kepemimpinan instruksional kepala sekolah dalam meningkatkan kompetensi profesional guru, menganalisis strategi kepala sekolah, serta mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaannya di SMK Negeri 3 Rantau Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Subjek penelitian terdiri dari 7 orang informan, yaitu kepala sekolah, wakil kepala sekolah, dan guru. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Analisis data menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan, serta uji keabsahan data dilakukan melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa kepemimpinan instruksional kepala sekolah telah dilaksanakan melalui perumusan visi dan tujuan pembelajaran, supervisi akademik, pemberian umpan balik, pengembangan profesional guru, serta penciptaan iklim pembelajaran yang kondusif, namun belum optimal. Strategi kepala sekolah dalam meningkatkan kompetensi profesional guru dilakukan melalui penyusunan program pengembangan, pelaksanaan supervisi, pemberdayaan komunitas belajar (MGMP), pemanfaatan teknologi, serta pemberian motivasi, namun pelaksanaannya belum maksimal. Faktor pendukung meliputi motivasi guru, sarana prasarana, kebijakan sekolah, hubungan kerja yang harmonis, serta program pengembangan profesional. Sedangkan faktor penghambat meliputi keterbatasan waktu kepala sekolah, perbedaan kompetensi guru, rendahnya pemanfaatan teknologi, serta rendahnya partisipasi guru dalam kegiatan pengembangan profesional. Kesimpulan penelitian ini menunjukkan bahwa kepemimpinan instruksional kepala sekolah memiliki peran penting dalam meningkatkan kompetensi profesional guru, namun memerlukan penguatan dalam implementasi, terutama dalam supervisi, pengembangan profesional, serta pemanfaatan teknologi pembelajaran. Kata Kunci: Kepemimpinan Instruksional, Kepala Sekolah, Kompetensi Profesional Guru ================================================================================================= This study aims to describe the instructional leadership of the principal in improving teachers' professional competence, analyze the strategies implemented by the principal, and identify the supporting and inhibiting factors in its implementation at SMK Negeri 3 Rantau Utara. This research employed a qualitative approach with a descriptive method. The subjects of the study consisted of seven informants, including the principal, vice principal, and teachers. Data were collected through interviews, observations, and documentation. The data were analyzed using data reduction, data display, and conclusion drawing techniques, while data validity was ensured through source and technique triangulation. The results of the study indicate that the principal's instructional leadership has been implemented through the formulation of vision and learning objectives, academic supervision, feedback provision, professional development, and the creation of a conducive learning environment, but it has not been optimal. The strategies implemented include the preparation of teacher development programs, supervision, empowerment of professional learning communities (MGMP), utilization of technology, and provision of motivation, but their implementation has not been fully effective. Supporting factors include teacher motivation, infrastructure, school policies, harmonious working relationships, and professional development programs. Meanwhile, inhibiting factors include limited time of the principal, differences in teacher competence, low utilization of technology, and low participation of teachers in professional development activities. The conclusion of this study shows that instructional leadership plays an important role in improving teachers professional competence; however, it requires strengthening in its implementation, particularly in supervision, professional development, and the use of learning technology.
